特拉华大学孔子学院外方院长陈建国来文谴责并探讨昆明恐怖袭击事件

日前在中国昆明火车站发生了一起令人发指的恐怖主义暴力袭击事件,几十名手无寸铁的无辜市民丧生,100多人受伤,我对此表示极为愤慨和震惊。在这举国悲痛的时刻,我的心一直紧紧牵挂着在这场浩劫中失去亲人和受到伤害的家庭。我强烈谴责这起丧尽天良的恐怖主义袭击事件。正如联合国秘书长潘基文先生和联合国安理会所言,罪恶滔天的反人类罪行必须得到“最严厉的制裁”。

显然这是一起有预谋的,经过精心策划的持刀伤害无辜平民的暴力事件。令人愤怒的是,一些外国媒体拒绝承认这是一场惨绝人寰的恐怖主义事件。当他们对这场反人类事件的恐怖主义本质进行淡化甚至维护时,其虚伪性暴露无遗,我对此非常震惊!

根据欧盟组织的定义,恐怖主义是指个人或组织故意针对一个或多个国家,或针对被侵犯国家的机构和人民进行旨在威胁、严重破坏甚至摧毁政治、经济和社会组织及其建筑物的行为。具体来说,恐怖主义行为包括杀伤平民、绑架、扣押人质、袭击破坏政府和公共设施、劫持公共交通工具等。欧盟外交政策首席执行官凯瑟琳•阿什顿表示:“这种穷凶极恶的犯罪毫无开脱的理由。”

联合国安理会在其声明中强调“必须把这场恐怖主义袭击事件的实施者、组织者、资助者和支持者绳之以法。”它敦促各国根据国际法和联合国安理会相关决议,就此与相关政府积极合作。恐怖主义是国际社会的共同敌人,因此,我们必须强烈谴责并扼杀一切形式的恐怖主义。

As a member of the international community, I was greatly appalled by the heinous terrorist attack at a railway station in Kunming, western China that has left dozens of innocent Chinese civilians dead and more than hundred others injured. At this moment of speechless sadness, my prayers and thoughts are with the families who have lost their beloved and who have suffered injury. I join the international community to strongly condemn this brutal terrorist attack. Just as UN Secretary-General Ban Ki-moon and the UN Security Council stated, such heinous anti-human crimes must be “condemned in the strongest terms.”

Obviously, the knife-brandishing act of terrorism on innocent civilians was premeditated and organized. It is very disturbing to note that some western media seem to be reluctant to acknowledge the fact that this was a most violent act of terrorism. The hypocrisy of its intentionally ambivalent coverage reveals itself when it tries to downplay or even justify the terrorist nature of this most violent act against humanity. I was shocked!

Terrorism, according to the European Union, is “one that “may seriously damage a country or an international organization” when the objective is: “(1) seriously intimidating a population, or (2) unduly compelling a Government or international organization to perform or abstain from performing any act, or (3) seriously destabilizing or destroying the fundamental political, constitutional, economic or social structures of a country or international organization.” More specifically, acts that are regarded as terrorist by nature include: killing and wounding people, kidnapping, hostage-taking, attacks on government and public facilities and infrastructure, hijacking aircraft, ships or other means of public or goods transport, etc. To quote the words of European Union Foreign Policy Chief Catherine Ashton, “There is never any justification for such heinous crimes.”

In its statement, the UN Security Council stressed the need to “bring perpetrators, organizers, financiers and sponsors of this terrorist attack to justice.” It also urged “all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with all relevant governments in this regard.” Terrorism is a common enemy to the international community. As such, it should be condemned and stopped in all its forms.
